Governing Authority & Policy
DoDEA non-negotiable requirements
  • No student may be released to any individual not listed on their Emergency Care Card (ECC) or who lacks written parental authorization. No exceptions.
  • Students are never released directly to parents at the staging/supervision area. The Runner system maintains chain of custody at all times.
  • Photo identification is required from every person claiming a student. Non-ID cases must be escalated to the principal — not resolved by front-line staff.
  • The principal (Incident Commander) is the sole release authority. All student releases must be logged with time, guardian name, ID type, and staff initials.
  • No information about the reunification site location is released in advance, per DoDEA force protection requirements (DoDEA AI 5205.02 Vol. 8).
  • Coordination with the garrison commander is required before activating off-site locations. Host-nation emergency services (112) are routed through the garrison, not directly by school staff.
  • All public statements are made by the designated communications officer only. Staff direct all media inquiries to the school or garrison public affairs office.
  • A formal after-action review is conducted within 5 school days of any reunification event or drill.

Principal / Incident Commander — activation checklist
  • Confirm emergency type. Consult with garrison / law enforcement as needed.
  • Declare reunification. Notify DoDEA Emergency Manager. Command
  • Determine: on-site or off-site reunification? Coordinate with garrison if off-site.
  • Activate staff roles using code word. Brief all team members on their stations.
  • Confirm Go-Kit retrieved and distributed to appropriate stations.
  • Confirm student supervision areas are established and secured.
  • Authorize parent notification via DoDEA Connect (school messenger).
  • Confirm all teachers have class rosters and Red/Green accountability cards.
  • Verify no student has been released before full check-in process is operational.
  • Designate sole media liaison — no uncoordinated public statements by any staff.
  • Monitor ongoing accountability — request count update from recorder every 15 min.
  • Declare reunification complete when all students released or transferred to garrison.

This is an important message from Grafenwoehr Elementary School. There has been an emergency situation at GES. Our students are safe. DO NOT come to the school at this time. Parents and guardians should proceed to [REUNIFICATION SITE — ADDRESS] to pick up your child. Please bring a valid photo ID.
